Yes. A passive infrared sensor responds to heat and movement and does not distinguish between a cat and a human. Most owners find that more pleasant than knowing nothing.
Only if you aim it there. Each of the four heads can be rotated manually, so the light goes where you direct it. Point it down at your own path and check it from the other side of the fence.
It's an outdoor fixture: rain and weather-resistant, but not submersible.
Avoid a north-facing wall, under a gutter, under a tree, or any spot that is shaded during the day — this is the most common reason solar lights disappoint.
